and the Russian Association for Engineering Education (RAEE)

The Federal Education and Science Supervision Service
(hereinafter “Rosobrnadzor”), represented by Mr. Viktor A. Bolotov, acting on the
basis of the State on the Federal Education and Science Supervision Service on the
one part and the Russian Association for Engineering Education (hereinafter “RAEE”),
represented by the President of the Association Mr. Yu. P. Pokholkov acting on the
basis of the Association Charter, on the other part, have reached the following
mutual understanding.
1. Subject of the Agreement
The Parties agree to integration aimed at improving the
quality of engineering education and the level of specialists’ training
in engineering and technology for the Russian economy due to updating and
developing of the national systems of professional public accreditation of
educational programs and certification of engineering specialists.
2. Agreement Duties
2.1. Rosobrnadzor further agrees and obligates itself to:
2.1.1. Assist the RAEE in the development of the national system
of professional public accreditation of the educational programs in engineering
and technology. To make the most out of the professional public accreditation
results for state evaluating of the higher educational programs in engineering
and technology and the level of specialists’ training.
2.1.2. Assist the RAEE in gaining international acceptance of its system
of professional public accreditation of the educational programs in engineering
and technology.

2.2. RAEE further agrees and obligates itself to:
2.2.1. Update the system of professional public accreditation
of the educational programs in engineering and technology. Make suggestions of
improving the acceptance and accounting of the professional public accreditation
results when providing the state evaluation of the higher educational programs
in engineering and technology and the level of specialists’ training.
2.2.2. Motivate and encourage attempts to acknowledge internationally the system
of professional public accreditation of educational programs in engineering
and technology. Negotiate and enter the international agreements which provide
a mechanism for mutual recognition between signatory bodies of engineering education
accreditation processes, such as Washington Accord and similar nongovernmental
agreements within the Bologna process in Europe.
